    Steve Dargavel
    Labour Hire Licensing Commissioner, The Labour Hire Authority

    Steve leads the work of Victoria’s Labour Hire Authority (LHA), protecting workers from exploitation and improving the integrity and transparency of the labour hire industry.

    Since being appointed as Labour Hire Licensing Commissioner in 2018, Steve has established the regulator, brought over 5,000 labour hire providers into the scheme, and driven an extensive program of licensing, compliance and enforcement work.

    Steve has devoted his career to protecting the rights of vulnerable workers. Having started his career as a youth worker, Steve moved into roles as a research officer and organiser for the Australian Manufacturing Workers Union (AMWU), ultimately becoming State Secretary of the Victorian Branch.

    In this role, Steve progressed key reforms including the Fair Entitlements Guarantee and improvements to government procurement arrangements. Steve has served on several boards in his career, including the Industry Capability Network and CoInvest.

    Luke is a fully qualified, accomplished Work Health and Safety Manager with wide ranging experience both in Australia and the UK. Luke commenced in the industry in 2005 as an important team member working on the Wembley National Stadium Project. Through this project, Luke gained a wide range of skills and experience, focusing on health and safety, quality and people management. Luke’s commitment to the A.G. Coombs’ Work Health and Safety Program including AS/NZS 4801 and SafetyMAP Advanced; further enhances the contribution to the Group.
